古Cổ 之chi 善thiện 為vi 道đạo 者giả, ， 非phi 以dĩ 明minh 民dân, ， 將tương 以dĩ 愚ngu 之chi. 。
Xưa, kẻ khéo thi hành đạo thì không dạy cho dân trở nên xảo trá, mà giữ cho dân sống thuần phác.
The ancients who showed their skill in practising the Dao did so, not to enlighten the people, but rather to make them simple and ignorant.

民Dân 之chi 難nan 治trị, ， 以dĩ 其kỳ 智trí 多đa. 。
Dân mà khó trị chính là vì nhiều trí mưu.
The difficulty in governing the people arises from their having much knowledge.

故Cố 以dĩ 智trí 治trị 國quốc, ， 國quốc 之chi 賊tặc. ；
Cho nên dùng trí trị nước chính là phá nước;
He who (tries to) govern a state by his wisdom is a scourge to it;

不Bất 以dĩ 智trí 治trị 國quốc, ， 國quốc 之chi 福phúc. 。
không dùng trí trị nước tức là phúc cho nước.
while he who does not (try to) do so is a blessing.

知Tri 此thử 兩lưỡng 者giả 亦diệc 𥡴khải 式thức. 。
Biết 2 đường lối đó, có thể lấy đó làm mẫu mực.
He who knows these 2 things finds in them also his model and rule.

常Thường 知tri 𥡴khải 式thức ， 是thị 謂vị 玄huyền 德đức. 。
Luôn biết mẫu mực, thế là huyền đức.
Ability to know this model and rule constitutes what we call the mysterious excellence (of a governor).

玄Huyền 德đức 深thâm 矣hĩ, ， 遠viễn 矣hĩ, ， 與dữ 物vật 反phản 矣hĩ. ， 然Nhiên 後hậu 乃nãi 至chí 大đại 順thuận. 。
Huyền đức thâm viễn, tưởng là ngược với vật nhưng cuối cùng thật là xuôi.
Deep and far-reaching is such mysterious excellence, showing indeed its possessor as opposite to others, but leading them to a great conformity to him.
