The unadulterated influence
Thánh quân thời cổ xưa (cai trị), dân ở dưới không biết rằng có.
In the highest antiquity, (the people) did not know that there were (their rulers).
Bậc dưới, họ thân và ngợi khen.
In the next age they loved them and praised them.
Bậc dưới nữa họ sợ.
In the next they feared them;
Bậc dưới nữa, họ khinh.
in the next they despised them.
Vì không đủ tin, nên dân không tin.
Thus it was that when faith (in the Dao) was deficient (in the rulers) a want of faith in them ensued (in the people).
Bậc thánh xưa quí lời nói.
How irresolute did those (earliest rulers) appear, showing (by their reticence) the importance which they set upon their words!
Công việc xong xuôi, mà dân đều bảo rằng: «Tự nhiên bởi ta.»
Their work was done and their undertakings were successful, while the people all said, ‘We are as we are, of ourselves!’
