以Dĩ 正chính 治trị 國quốc. ，
Lấy ngay thẳng trị nước;
A state may be ruled by (measures of) correction;

以Dĩ 奇kỳ 用dụng 兵binh. ，
lấy mưu mô dùng binh;
weapons of war may be used with crafty dexterity;

以Dĩ 無vô 事sự 取thủ 天thiên 下hạ. 。
lấy vô sự được thiên hạ.
(but) the kingdom is made one’s own (only) by freedom from action and purpose.

吾Ngô 何hà 以dĩ 知tri 其kỳ 然nhiên 哉tai? ？ 以Dĩ 此thử: ：
Ta làm sao biết được như vậy? Nhờ thế này:
How do I know that it is so? By these facts:

天Thiên 下hạ 多đa 忌kỵ 諱húy ， 而nhi 民dân 彌di 貧bần. ；
Thiên hạ càng nhiều kỵ húy, thì dân càng nghèo.
In the kingdom the multiplication of prohibitive enactments increases the poverty of the people;

民Dân 多đa 利lợi 器khí, ， 國quốc 家gia 滋tư 昏hôn. ；
Dân càng lắm lợi khí, thì quốc gia càng tối tăm.
the more implements to add to their profit that the people have, the greater disorder is there in the state and clan;

人Nhân 多đa 伎kỹ 巧xảo, ， 奇kỳ 物vật 滋tư 起khởi. ；
Dân càng tài khéo, vật lạ càng nẩy sinh,
the more acts of crafty dexterity that men possess, the more do strange contrivances appear;

法Pháp 令lệnh 滋tư 彰chương, ， 盜đạo 賊tặc 多đa 有hữu. 。
pháp lệnh càng rõ rệt, trộm cướp càng sinh ra nhiều.
the more display there is of legislation, the more thieves and robbers there are.

故Cố 聖thánh 人nhân 云vân: ：
Vì thế nên thánh nhân mới dạy:
Therefore a sage has said,

我Ngã 無vô 為vi ， 而nhi 民dân 自tự 化hóa. ；
Ta vô vi mà dân tự hóa.
I will do nothing (of purpose), and the people will be transformed of themselves;

我Ngã 好hiếu 靜tĩnh ， 而nhi 民dân 自tự 正chính. ；
Ta ưa tĩnh mà dân tự chính.
I will be fond of keeping still, and the people will of themselves become correct.

我Ngã 無vô 事sự ， 而nhi 民dân 自tự 富phú. ；
Ta không dở dói mà dân giàu.
I will take no trouble about it, and the people will of themselves become rich;

我Ngã 無vô 欲dục ， 而nhi 民dân 自tự 樸phác. 。
Ta không có dục vọng mà dân tự động trở nên chất phác.
I will manifest no ambition, and the people will of themselves attain to the primitive simplicity.
