民Dân 之chi 飢cơ, ， 以dĩ 其kỳ 上thượng 食thực 稅thuế 之chi 多đa, ， 是thị 以dĩ 飢cơ. 。
Dân đói, là vì người trên thu thuế nhiều, nên dân mới đói.
The people suffer from famine because of the multitude of taxes consumed by their superiors. It is through this that they suffer famine.

民Dân 之chi 難nan 治trị, ， 以dĩ 其kỳ 上thượng 之chi 有hữu 為vi, ， 是thị 以dĩ 難nan 治trị. 。
Dân khó trị, là vì người trên dở dói lôi thôi, vì thế nên khó trị.
The people are difficult to govern because of the (excessive) agency of their superiors (in governing them). It is through this that they are difficult to govern.

民Dân 之chi 輕khinh 死tử, ， 以dĩ 其kỳ 求cầu 生sinh 之chi 厚hậu, ， 是thị 以dĩ 輕khinh 死tử. 。
Dân coi thường cái chết, chính là vì muốn sống cho rồi rào hậu hĩ, nên mới khinh chết.
The people make light of dying because of the greatness of their labours in seeking for the means of living. It is this which makes them think light of dying.

夫Phù 唯duy 無vô 以dĩ 生sinh 為vi 者giả ， 是thị 賢hiền 於ư 貴quí 生sinh. 。
Người sống đơn sơ hay hơn người sống cầu kỳ.
Thus it is that to leave the subject of living altogether out of view is better than to set a high value on it.
